Large number of unfilled teaching positions in rural regions is a common problem most the countries, including Azerbaijan. In this paper, we try to identify factors affecting preferences teachers on workplace and thus, reasons for not choosing schools areas propose an incentive mechanism reduce vacancies these To understand student preferences, wesurveyed around 2000 junior students majoring various education programs different universities.
